Fill upside down under slow running water. The stream of water needs to be small enough to run smoothly into the tube part...works quicker than filling a bucket and dunking in. and doesn't waste the water

I would just fill up a gallon bucket or sink and hold them underneath the water to fill.

We have (4) of the watering balls. Our problem is: "HOW ARE THEY FILLED". We haven't found no easy way to do so.
